Governor Announces Proposed Reductions
When Governor Arnold Schwarzenegger delivered the State of the State Address on 1/6/10 he said that there are more fiscal challenges ahead. On 1/8/10 he proposed the following: reduction of over $1 billion to Medi-Cal in the state general funds including proposed elimination of Adult Day Health Care, narrow eligibility for In-Home Supportive Services (IHSS) to reduce the current caseload by 87%, reduce State participation toward IHSS worker wages to the State minimum wage, a 15% reduction to CalWORKS grants on top of the existing 4% reduction imposed last year, and reduced SSI/SSP grants for individuals to the minimum level allowed by the federal government. He also proposed that the federal government increase the State's federal Medicaid matching funds from 50 to 57%. If this is not approved, the entire IHSS and CalWORKS programs may be totally eliminated. There are no major new reductions to regional center programs at this time however he proposes to continue the 3% rate reduction to most providers that is due to expire June 30, 2010, and an additional $25 million reduction in general fund money to be determined by the Department of Developmental Services. Thank you to the California Disability Community Action Network (CDCAN) for continuing to provide the developmental disability community with these important updates.

United States Census 2010
The census is a count of everyone, both citizens and non-citizens, residing in the United States. The U.S. Constitution requires a national census once every 10 years to count the population and determine the number of seats each state will have in the U.S. House of Representatives. The federal government allocates more than $400 billion to states and communities based in part on census data. Your participation is very important. Census questionnaires will be mailed or delivered to households in February or March 2010. You can view a sample questionnaire at either of the web site links listed below.
