Provides information, advocacy, and service arrangement for consumers and families, specifically related to consumers requiring community placement. Service Coordinator
1, Adult, Van Nuys, English only- Replace
Initiate and receive contacts with consumers and families.  Work independently to provide information and/or training on service issues, develop service plans in collaboration with consumers and families, manage the funding-approval process, follow-through (or direct others in follow-through) on service plan implementation and evaluation.  Document work, maintain case records.  May lead or staff support groups, represent the agency in dealings with other agencies or service providers.  Requires excellent listening, communication, good writing skills, good customer service, and the ability to work effectively with a variety of people.  Most positions require regular local travel.  A valid CDL and use of vehicle or acceptable substitute required.  BA in a related subject plus two years of post related experience or MA in a related subject required.  (One year of post related experience after BA will be considered and if selected will have starting salary of $3,272 per month or Step A.)  Regular Salary: $3,436 - $4,176 per month, plus $150 bilingual payment, if applicable.

Behavioral Consultant
1, Clinical, Van Nuys, English only – Replace
Provide behavioral assessment, consultation or evaluation services to Agency consumers and service providers. Participate in multidisciplinary staffings and meetings, provide consultation to staff on consumer services issues and serve as liaison / consultant to outside agencies, as assigned. Assist in problem resolution with service providers or outside agencies. Observe consumer environment, review records, make program recommendations. Provide training to regional center or service provider staff, as assigned. Create and maintain accurate consumer records, using a variety of tracking systems. Education & Experience: Education: Required, a Master’s degree in the areas listed below and certification as a Board Certified Behavior Analyst [BCBA] by the Behavior Analyst Certification Board, Inc. Preferred, a Ph.D., Psy.D. or Ed.D. in applied behavior analysis, behavioral / developmental / educational psychology, psychology, counseling, special education, or a related field from an accredited program. Experience: A minimum of 2 years of professional experience providing behavioral services, service recommendation, and consultation to people with developmental disabilities, physical disabilities, or emotional disturbances; their families; and service providers. A valid California Driver’s License and transportation, or acceptable substitute, is required. Salary: $4,242 - $5,157 per month.

Community Services Director
1, Community Services, Van Nuys, English only – Replace
Plans, organizes and directs the overall work of the Community Services Department. Receives direction from the Chief Financial Officer, provides general supervision to Community Services Manager, and oversight to Community Services staff. Participates in the development of department goals, establishes department systems, and directs the implementation of goals, objectives, policies, procedures and work plans. Works independently and interdepartmentally to research and identify unmet needs for services/resources. Directs identification, recruitment and contracting with service providers, ensures provision of information and technical assistance to potential and current service providers. Coordinates Agency input into program design, negotiates and secures approval on payment rates. Reviews fiscal analyses of service provider cost statements, recommends actions. Directs development of Department Policies and Procedures as they relate to changes in regulation or statute impacting rates, vendorization, resource development, quality assurance, and record retention. Oversees implementation, monitors and evaluates needs for changes. Communicates changes to other impacted Agency departments. Oversees hiring, training, supervision, evaluation of department staff.   Participates on Agency leadership teams, represents the Agency in transactions with outside parties, and may serve as staff support for committees of the Board of Trustees, when assigned.  Develops and oversees tracking of service provider contracts. Monitors ongoing compliance with statute and regulation and oversees systems for ensuring positive audit outcomes. Knowledge of developmental disabilities, DDS regulations on service provision, Title XVII, best practices in vendored services, quality assurance, regional center internal or community programs, management and supervisory principles and practices.  Fiscal and cost statement analysis.  Publicity, public relations, training best practice methodology. Skills include planning, organizing, directing and evaluating the work of a group, needs assessment and program planning, ability to interpret and communicate complex material, understanding governmental regulations, contract writing, grant writing, negotiation, public speaking, training program development and delivery, development and use of computer databases and spreadsheets. Requires a Master's degree in a related field and six years of increasingly responsible professional experience in a related setting, including at least three years as a manager or supervisor. A valid California Driver's License and transportation, or acceptable substitute, required for this position.

Fiscal Assistant II (Accounts Payable II Clerk)

Reconcile and prepare claims for payment, review and process funding requests, maintains detailed records of transactions in multiple databases. Requires basic accounting knowledge, computer skills, and customer service skills. Requires graduation from high school and one year of related experience. Salary: $2,192 - $2,665 per month.

SANDIS/UFS Coordinator
1, Information Technology, Van Nuys, English only – Replace
Operate computer and peripheral hardware. Receives supervision from the IT Supervisor. Manage monthly/annual data processing calendar for Accounting. Back up support for running computer reports and forms, including operations checks, POS checks, Request to Purchase Services, Change/Cancellation Forms, and Authorizations. E-Billing administration, process e-billing invoices, process transportation attendance, and electronic habilitation invoices, and troubleshoot and resolve all electronic invoice processing issues. Run and implement all annual programs, including 1099 processing to IRS, SOF changes, and Rollover. Monthly P&I processing. Develop, write, and execute queries from SANDIS and/or UFS. Create menus, batch files to initiate program call for processing.  Maintain user security file; maintain program documentation and library; keep computer supplies adequately stocked.  Monitor/safeguard security of data. Initiate procedures daily on the I-5 series for unattended backup of the system; answer console messages; add/replace paper, control spool file, forms, and diskettes.  Read, understand, and execute job streams daily as outlined in program run sheets and/or job stream procedures. May serve as lead staff for the Title XIX Operator and IT Assistant and assign appropriate duties. Provide back up support to key enter data such as Request to Purchase Services, Change/Cancellation Forms, Authorizations, CDERs and Early Start CDERs (ESRs).  Assist in general department duties as directed, including supporting the work of Accounting or the IT Department. Knowledge of office procedures and equipment and the characteristics of various kinds of data processing equipment, low to moderate level programming. Skills include ability to establish and maintain effective working relationships with others.  Good oral and written communication skills. Requires College level coursework in computer sciences AND 3 years of related, professional experience. A valid CDL and transportation, or acceptable substitute, are required for this position. Salary: $2,842 – $3,455 .

EMPLOYEE CONTRACT:
Note: The following positions, Housing Services and Resource Specialist and Health Care Community Specialist, are positions funded through Lanterman Developmental Center closure grant monies. These positions are contract positions and will be required to go into an employment contract inclusive of health benefits (as employees with health benefits) until June 30, 2012 and will be reviewed on June 30, 2012 for possible renewal.

Housing Services And Resource Specialist -Employee Contract until June 30, 2012, 1, Community Services, Van Nuys, English only, Lanterman Developmental Center (LDC) Closure
Performs the detailed research needed in finding adequate housing and other resources to enable LDC movers to make successful transitions.  Supervision from Community Placement Program (CPP) Supervisor.  Participate in collaborative team meetings with LDC consumers, families, and LDC staff in order to determine the consumer’s needs for housing and other community resources after transition. Conduct outreach, recruitment, training, and development of potential providers of day, residential, transportation, and employment service.  Develop, issue, and review Request for Proposals for solicitation of community providers.  Negotiate contracts and terms of performance.  Monitor outcomes.  Provide education and support to community providers to ensure their successful understanding of the consumer’s needs and regional center’s expected outcomes.  Knowledge include developmental disabilities, developmental centers service provision techniques, Titles 17 and 22, current values and best practices, current regulatory information.  Skills include decision making, collaborative problem resolution, comprehending and communicating complex information, written and verbal communications, ability to work effectively with people from a variety of cultures.  Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software (MS Word, Excel, PowerPoint, etc.).  Requires a Bachelor’s degree in a related field and four years of related experience.  A Master’s degree in a related subject may be substituted for two years of experience.  Reliable transportation, valid CDL and acceptable driving record (or acceptable substitute) required. Regular in-state travel may necessitate overnight stays.  Frequent telephone and out-of-office meetings required.  Salary: $3,621 - $4,402 per month.

Health Care Community Specialist- Employee Contract until June 30, 2012
1, Community Services, Van Nuys, English only, Lanterman Developmental Center (LDC) Closure
Coordinate community health services and provide in-depth consultation and assistance with the enrollment and transfer of health care coverage to local area health insurance plans. Supervision from Community Placement Program (CPP) Supervisor.  Provide information regarding Medi-Cal and/or Medicare health plan options to the consumer and family, assist their evaluation of health care options, coordinate and facilitate eligibility, and, when indicated, assist the consumer to enroll in a health plan.  Establish effective working relationships with community medical services; including a framework for addressing issues that include information sharing, strategic planning, and the health plan enrollment process.  Engage in activities to develop community capacity relative to the health care needs of individuals transitioning from institutions to the community. Assess all consumers at LDC by reviewing all case records at LDC and RC, observation of consumers and consultation with DC and RC Clinicians and CPP staff.  Attend all IP/Transition and Exit meetings at LDC for consumers planning to move to community settings.  Provide training and consultation for RC staff and CPP vendored service providers, training for families, circles of support and interested community members regarding best practices assessing and serving individuals with developmental disabilities coming out of LDC.  Provide technical assistance and follow up to CPP service providers regarding medical care and follow-up for each individual consumer based on their individual medical needs.  Provide assessment of available community services and screening/consultation with existing or prospective LDC CPP service providers for the development of needed services and supports to meet consumers’ needs.  Provide on-going consultation to CPP providers regarding appropriate resources, training and emergency services in the community.  Provide in-home health assessments for all LDC consumers six months after moving into community settings.  Knowledge include growth and development of normal and developmentally disabled individuals; etiology and prognosis; communicable disease control and laboratory findings related to laboratory tests; nursing assessment elements and interview techniques. Skills include reading and interpreting medical reports, working with groups, individuals and interpreters.  Observing and evaluating adults in context of health care and/or nursing needs.  Providing guidance and recommendations with professionals, clients, parents and care providers and their staff. Requires a California Registered Nurse License AND a Bachelor’s degree from an accredited college or university or equivalent demonstrating analytical and technical abilities AND a minimum of 3 to 5 years of professional experience, 2 of which were in general nursing, 1 in working with individuals with physical and/or developmental disabilities, and some experience working with adults, children, and high risk infants. Reliable transportation, valid CDL and acceptable driving record (or acceptable substitute) required. Regular in-state travel may necessitate overnight stays. Frequent telephone and out-of-office meetings required.  Salary: $4,242 – $5,157 per month.
