Lanterman Act
The Lanterman Developmental Disabilities Services Act of
1969 defines the rights of persons with developmental disabilities
and establishes a service system to meet the individualized needs of consumers and when appropriate, their families, throughout the state. Additionally, the legislation establishes the process for determining and providing services.

Regulations
Title 17 of the California Code of Regulations
The regulations applicable to the regional center system are promulgated by the California Department
of Developmental Services, the state agency responsible for the administration and implementation of the Lanterman Developmental Disabilities Services Act. These regulations provide regional centers with guidelines and requirements regarding various operations necessary for service delivery, including vendorization and quality assurance. Early Start Due Process
California law and regulation provide parents with a right to disagree with actions taken by a regional center or local education agency (LEA) related to the provision of early intervention services for children ages 0-36 months
The procedures for accessing due process, either mediation or hearing, are established in regulation.
